Description of changes:
- remove the `images-latest` deploy job
- update the Fedora image to the latest stable release
- update python package requirements in the Ubuntu image

Pin `libnvidia-compute-460-server` package, otherwise the 470 version from `focal-update` is installed, which is incompatible with host machines that have CUDA driver 460.91.03 and CUDA version 11.2. Update `$PATH` to search for pip-installed python packages before searching for Ubuntu python packages.

Images maintenance

Remove OpenSUSE image, upgrade to Debian 11, bump scipy version on Ubuntu.

Update python packages

Install a newer version of scipy

Remove CentOS and CUDA 9 images

Simplify CI infrastructure

The ROCm and Intel images will no longer be tested in CI in 4.2.

Create CUDA 11 image

Use the NVIDIA-provided base image.

Remove doubly-defined python3-lxml and add --no-install-recommends.

Install coverage python package in for ubuntu.
